Elimination of Taxes for First-Time Homebuyers

Homeownership should be within reach for the next generation, not just those who got in early. Right now, rising costs, high interest rates, and growing tax burdens are locking young families and first-time buyers out of the American Dream. That must change.

 

As a Member of Congress, I will fight to eliminate and cut the tax burden on first-time homebuyers so buying a home is a steppingstone, not a financial trap.

My Plan:

✓ A Federal First-Time Homebuyer Tax Freeze

I will support and introduce legislation that provides a federal tax freeze for first-time homebuyers during their first years of ownership, putting money back in the pockets of families when they need it most.

 

✓ A Refundable First-Time Homebuyer Tax Credit

I will back a refundable federal tax credit for first-time buyers to help offset upfront costs like closing fees, inspections, and moving expenses, making it easier to get into a home without taking on more debt.

 

✓ Incentives for State & Local Property Tax Relief

While property taxes are set locally, Congress can help. New Jersey receives around 75 cents for every dollar paid to Washington D.C., ranking among the lowest returns nationally. We must be doing more to ensure our residents are getting their fair share of tax dollars working for them. I will push for federal incentives to come back to New Jersey that encourage counties and municipalities to freeze or reduce property taxes for first-time homebuyers, especially for middle-income families.

 

✓ Responsible, Targeted Relief, Not Government Handouts

I will support plans which are targeted and responsible, focused on first-time buyers, income-capped to protect taxpayers, and designed to expand homeownership without fueling runaway spending or inflation.

Why it matters:

Owning a home builds stability, strengthens communities, and allows families to put down roots. Freezing taxes for first-time buyers helps young families, veterans, and working professionals stay in New Jersey instead of being priced out.

 

Career politicians in Washington have spent too long catering to special interests. And most times, they are focused on making government bigger. But more government does not mean more success, and we should emphasize reducing burdens and getting redundancy out of the way. I’ll focus on common-sense solutions that help real people build a future here at home.

Building a Next-Generation Workforce

New Jersey and America can’t compete in the global economy without a skilled, prepared workforce. That means making education and training more affordable, more practical, and more aligned with the jobs of today and tomorrow, without burdening taxpayers or encouraging irresponsible borrowing.

 

College should be affordable for those who choose it. But it should not be the only path to success. We also need to invest in vocational, technical, and skills-based training that prepares workers to build our infrastructure, strengthen our economy, and keep America competitive.

My Plan:

✓ Cap Student Loan Interest, Not Blanket Forgiveness

I support capping federal student loan interest rates, so students and families aren’t punished by compounding interest long after they’ve paid back the original cost of their education.

This is a responsible alternative to mass debt forgiveness. It lowers costs, encourages repayment, and protects taxpayers while giving college students a fair shot.

 

✓ Fight Interest That Outpaces Reality

No young person should see their loan balance grow year after year simply because of interest. I will work to ensure student loan interest rates are predictable, reasonable, and tied to economic reality, not a predatory appetite for revenue.

 

✓ Major Federal Investment in Vocational & Technical Training

Not every good job requires a four-year degree. I will fight for expanded federal investment in vocational schools, technical training programs, apprenticeships, and partnerships with local employers, especially in fields like construction and the trades, advanced manufacturing, energy, healthcare, and transportation.

 

✓ Elevate Skills-Based Education as Equal to College

We need to stop treating skilled trades as a backup plan. I will push for policies that modernize career and technical education, expand access to certifications, and help students move directly from training into well-paying, in-demand jobs.

Why it matters:

New Jersey’s economy, and America’s future, depends on having workers with the right skills in the right fields. From rebuilding roads and bridges to powering advanced manufacturing and securing our energy future, these jobs are essential. And they pay well.

 

By capping student loan interest and investing in vocational and technical training, we can reduce costs for families, fill critical workforce gaps, and prepare the next generation to compete, and win, on the global stage.

Putting Families and Children First

Raising a family today is harder and more expensive than it should be. The cost of childcare, groceries, housing, and healthcare keeps rising, while families are also navigating new challenges that previous generations never faced, including the impact of social media and digital platforms on children’s mental health and well-being. Too often, career politicians in Washington are disconnected from the real pressures working families face every day.

 

Whitney and I are parents of three children, all under the age of seven. Like so many families across New Jersey, we’re balancing full-time jobs, childcare schedules, household expenses, and the responsibility of protecting our kids in an increasingly digital world. Making sure our children are safe, both offline and online, is part of giving them the best possible start in life. That’ why I believe Congress needs to govern with a family-first and child-first mindset.

My Plan:

✓ Expand the Child Tax Credit for Working Families

I support expanding the Child Tax Credit outlined in the Working Families Tax Cut Act, which is delivering meaningful, targeted tax relief to families raising children, especially during the most expensive early years. Working parents should be able to keep more of what they earn while they’re doing the most important job there is: raising their children. In Washington, I will fight to expand the Child Tax Credit to a larger amount.

 

✓ Create and Expand a Childcare Tax Break

Childcare is not a luxury; it’s too often become a necessity for working families. I will fight to introduce and expand a dedicated childcare tax credit that helps families afford safe, reliable, high-quality care without forcing parents to choose between their careers to keep food on the table or their children.

 

✓ Bring a Parent’s Perspective to Congress

Too many policies in Washington are written by people far removed from raising young children. I will bring the perspective of a working parent to Congress, focused on affordability, flexibility, and empowering families first, not growing dependency or bureaucracy of politicians and government agencies.

 

✓ Protect Children Online and Set Guardrails for Social Media and Technology

Parents should not have to compete with predatory algorithms designed to capture and exploit their children’s attention. I will fight these dangerous social media algorithms and AI-driven targeting that exploit minors and contribute to rising rates of anxiety, depression, bullying, and thoughts of self-harm among children and teens. Congress must establish clear guardrails that put children’s mental health and safety at the forefront and ensure technology works for families, not against them.

Why it matters:

Strong families build strong communities, and strong communities build a strong country. When families can afford childcare, keep more of their hard-earned income, and know their children are protected online, parents can work, children can thrive, and our economy grows. Ignoring the impact of social media and technology on kids is no longer an option.

Lowering Healthcare Costs and Keeping Families Healthy

As a father of three young children, I think about healthcare costs every single day. Doctor visits, prescriptions, and unexpected illnesses aren’t abstract policy debates or line items in a budget, they’re real decisions families must make, often without knowing the cost until the bill shows up. And for older residents and those living on fixed incomes, that uncertainty can be even more stressful, forcing tough choices between healthcare, groceries, and everyday necessities.

 

I’ve also spent the past several years working inside the healthcare industry. I’ve seen firsthand how complex science, medicine, and innovation can work together to deliver better outcomes. I’ve also seen how a lack of transparency, competition, and accountability from healthcare providers drives up costs for families across New Jersey. We can do better. And we don’t need government-run healthcare to do it. We need common-sense reforms that put families, patients, retirees, and small businesses first.

My Plan:

✓ Lower Healthcare Costs Through Transparency and Competition

I will fight to require hospitals and insurers to publish real, upfront prices for procedures and services so families can plan and budget with confidence. I will also support strong penalties for providers and insurers that hide pricing, and expand access to clear, user-friendly comparison tools so patients can shop for care the same way they do for any other major expense. Transparency creates competition, and competition lowers costs. I also support lowering the cap on Medicare premiums to reduce out-of-pocket costs for seniors, helping them access care without financial stress.

 

✓ Cut Out Middlemen Who Inflate Prices

Too much of what families pay never reaches doctors or improves care. I will work to cut out unnecessary middlemen, including Pharmacy Benefit Managers, whose self-interested practices often drive-up prescription drug costs without adding value.

 

✓ Expand Health Savings Accounts (HSAs) to Give Families Flexibility

Raising kids means needing flexibility, but our current healthcare system doesn’t offer much of it. I will support expanding Health Savings Accounts by increasing contribution limits so families can save more money tax-free for medical expenses; allowing HSAs to cover more services, including mental health care, telehealth, and childcare-related healthcare needs; and by allowing spouses to share HSAs, so families can manage healthcare costs together.

 

✓ Make Healthcare More Affordable for Small Businesses and the Self-Employed

Small businesses and self-employed workers are a backbone of New Jersey’s economy, but they’re being priced out of healthcare. I will fight to expand Association Health Plans, allowing small businesses to pool together and access affordable coverage. I will also support targeted tax credits for small businesses that offer coverage helping employers take care of their workers without sacrificing their bottom line.

Why it matters:

Healthcare should work for families, not against them. I want peace of mind knowing my kids, my relatives, and our senior neighbors can get the care they need without financial anxiety. Innovation, data, and accountability can deliver better outcomes at lower costs if Washington gets out of the way and lets transparency and competition work.

New Jersey is a pharmaceutical and life sciences powerhouse, the “medicine chest of the country,” leading the nation in medical innovation, research, and high-quality healthcare jobs. Protecting patients and lowering costs should go hand in hand with supporting the companies, scientists, and workers who are investing in a healthier future right here in our state.

 

I’ll bring a parent’s urgency and an insider’s understanding to Congress to lower costs, expand choice, strengthen New Jersey’s leadership in medical innovation, and make healthcare work better for families across our state.

Investing in Transportation That Works for North Jersey Families

Living in New Jersey’s 11th Congressional District means living with congestion, long commutes, aging infrastructure, and heavily traveled roads. For thousands of families, including mine, reliable transportation, whether by train or by car, isn’t a convenience. It’s essential to getting to work, spending time with family, and keeping our region economically competitive.

 

NJ-11 is one of the most densely populated areas in the state and a major commuting hub to New York City, anchored by critical rail lines and major highway corridors. Our transportation system should reflect that reality. Instead, too many commuters face overcrowded trains, unreliable service, congested highways, and infrastructure that hasn’t kept pace with the communities it serves. I believe it’s time for a serious federal investment in transportation, focused on commuter rail, modern stations, and maintaining and improving the roads families rely on every day.

My Plan:

✓ Finish the Gateway Tunnel, On Time and Fully Funded

The Gateway Tunnel is the single most important infrastructure project in the Northeast. It is essential not just for New Jersey, but for the entire national economy. As a Member of Congress, I will fight to ensure Gateway is fully funded; prevent construction delays and cost overruns; and push for accelerated timelines wherever possible. Gateway is not optional. It is foundational to expanding service, improving reliability, and unlocking the full potential of our rail network.

 

✓ Expand One Seat Ride Options to and from New York City

For commuters, fewer transfers mean shorter commutes, greater reliability, and a better quality of life. I strongly support expanding One Seat Ride service to and from New York City wherever feasible. Other regions across the country have shown that direct, frequent commuter rail service reduces congestion, increases ridership, strengthens regional economies, and makes communities more attractive for families and employers. North Jersey should benefit from the same forward-thinking investment.

 

✓ Modernize Today’s Rail System While Planning Smart, Targeted Expansion

Before building entirely new systems, we must first invest in and modernize the rail infrastructure we already have. That means safe, accessible, and reliable stations; upgraded signaling and power systems; improved parking, pedestrian access, and last-mile connections; and infrastructure that reflects the communities it serves. 

 

At the same time, North Jersey is uniquely positioned for smart commuter rail expansion by leveraging existing corridors, prioritizing high-demand routes, and coordinating rail investments with housing and economic development. This approach applies proven models from across the country to New Jersey’s density and commuting patterns strengthening today’s service while responsibly planning for tomorrow’s growth.

 

✓ Repair, Strengthen, and Modernize Our Roads and Major Highway Corridors

Reliable roads are just as critical as reliable rail. I-78 and I-80 are two of the most important transportation corridors running through NJ-11, carrying commuters, small businesses, and interstate commerce every day. In Congress, I will work closely with the U.S. Department of Transportation, state agencies, and local partners to secure federal investment to repair, modernize, and maintain these highways.

 

This includes addressing serious infrastructure challenges like sections of I-80 in Morris County, where aging construction built over abandoned mines has led to weakening and crumbling road conditions. These are not abstract problems. They impact safety, commute times, and economic reliability. Fixing them must be a federal priority, not an afterthought.

Why it matters:

When transportation works, by rail and by road, North Jersey families win. Commutes are shorter. Roads are safer. Trains are more reliable. Local economies grow. And people get more time back with their families. 

 

Investing in commuter rail, highways, and critical infrastructure isn’t just about concrete and steel, it’s about quality of life, economic competitiveness, and keeping New Jersey moving forward. In Congress, I will fight for the federal investment, oversight, and regional cooperation needed to build a transportation system worthy of North Jersey and the families who depend on it every day.

Affordable Energy, Built in America

Energy costs touch every part of family life, from heating your home to filling up your car to powering small businesses. In New Jersey, families are being squeezed by higher electricity bills, and policies that restrict energy supply without offering real alternatives.

America can protect the environment and lower costs at the same time. But that requires serious leadership and a commitment to solutions that are reliable, affordable, and built here at home, not policies that punish families, send jobs overseas, or are reliant on importing foreign energy.

My Plan:

✓ Support an All-of-the-Above Energy Strategy

I support a balanced, all-of-the-above energy policy that includes nuclear, natural gas, solar, and land-based wind. Each plays a part in strengthening reliability, lowering costs, and reducing emissions. Picking winners and losers in Washington only raises prices and weakens energy security. And here in New Jersey, we love our Jersey Shore. I will not support policies that build offshore wind turbines or provide foreign companies with billion-dollar contracts.

 

✓ Lower Energy Costs by Expanding Supply, Not Restricting It

I will fight policies that have been driving up energy bills by limiting supply or overregulating innovation. Lower prices come from responsible production, modern infrastructure, and smart permitting, not from artificial scarcity that hurts working families. We must also work with our state and local officials to hold our grid operators accountable for cheaper and more reliable supplies.

✓ Bring Back American Energy Independence

Energy independence means lower heating, gas, and electricity costs, and less reliance on our foreign adversaries. I will support policies that expand domestic production, modernize our national grid, unleash our untapped LGN and oil reserves, and invest in next-generation energy technology built by American workers.

 

✓ Protect the Environment Through Innovation, Not Punishment

I will support research, efficiency improvements, and technology that reduces harmful emissions while keeping energy affordable.

Why it matters:

Affordable, reliable energy is essential to family budgets, economic growth, and national security. When energy costs rise, everything gets more expensive, groceries, housing, transportation, and small business operations. By embracing American-made energy and common-sense innovation, we can lower costs, protect the environment, and keep New Jersey competitive.

Creating Good Jobs for North Jersey

Small businesses are the backbone of New Jersey’s economy. They create jobs, anchor our downtowns, and provide families with a chance to get ahead. But too often, Washington policies make it harder for small businesses to grow, with endless red tape and bureaucracy. In Congress, I’ll focus on helping local employers succeed, hire, and stay rooted right here in New Jersey.​

My Plan:

✓ Cut Red Tape for Small Businesses

I will fight to reduce unnecessary regulations and compliance costs that hit small businesses hardest. This includes streamlining licensing and permitting processes at the federal level, simplifying tax reporting requirements, and eliminating duplicative paperwork. Big corporations can absorb bureaucracy, but our small businesses can’t. By making it easier to operate and grow, Washington can be a partner, not an obstacle, and help Main Street thrive across NJ-11.

✓ Targeted Tax Relief for Local Job Creators

I will support tax policies that reward small businesses for hiring, expanding payrolls, and reinvesting in their communities. This includes expanding Opportunity Tax Credits for NJ-11 businesses that hire local workers, creating deductions for training and upskilling employees, and ensuring relief for small businesses investing in equipment or facilities. These policies should benefit local job creators, not multinational corporations that ship jobs overseas.

✓ Smart Trade Policies That Protect Workers Without Raising Costs

I support targeted trade policies that defend American workers and supply chains without triggering trade wars that drive up prices for families and small businesses. That means enforcing existing trade agreements to prevent unfair foreign competition, investing in domestic manufacturing for key sectors like pharmaceuticals, advanced manufacturing, and building materials, and negotiating new agreements that open markets for New Jersey products without triggering retaliatory price hikes on essentials.

 

✓ Keep Jobs in New Jersey, Not Overseas

I will fight for targeted tax incentives and grants that encourage companies to keep jobs, factories, and headquarters in New Jersey. This includes incentives for businesses that expand or modernize facilities in NJ-11, penalties for firms that offshore jobs without clear economic justification, and support for reshoring supply chains critical to local industries. Families and communities in New Jersey shouldn’t pay the price for Washington policies that reward outsourcing.

Why it matters:

When small businesses thrive, communities thrive. Good jobs mean stronger families, vibrant main streets, and a resilient local economy. Congress should be working for the entrepreneurs and employers who power NJ-11. Supporting small businesses keeps jobs local, helps families get ahead, and ensures that our neighborhoods stay vibrant and economically strong. By cutting unnecessary costs and rewarding local job creators, we can build a New Jersey economy that works for everyone.

Safe Communities and a Stronger America

Every family deserves to feel safe at home, at school, and in their communities. Strong public safety and a robust national defense go hand in hand, and both require clear priorities, smart policies, and decisive leadership. Families shouldn’t have to worry about crime, drugs, or threats abroad while Washington debates empty slogans. Congress must support the men and women on the front lines, from our local law enforcement to our military personnel, so that Americans are protected at home and respected on the world stage.

My Plan:

✓ Back Our Law Enforcement and Secure the Border

I will fully support law enforcement at the local, state, and federal levels to keep our communities safe. That includes securing critical funding for police training, equipment, and technology. Securing our borders is also essential: stopping the flow of fentanyl and other illegal drugs keeps these deadly substances out of our neighborhoods. We must ensure we continue successful investments in technology and Border Patrol presence at our borders and ensure those who wish to enter the country are following our laws and immigration processes.​

✓ Combat Fentanyl and Drug Trafficking at the Source

Fentanyl is a national crisis, and NJ-11 is on the frontlines just like many other communities across the country. I will support stronger enforcement against international trafficking networks, building stronger intelligence sharing, and increasing penalties for criminal organizations that profit from addiction and death. Cutting off supply chains at the source prevents tragedies before they reach our streets, schools, and homes.​

✓ Invest in Mental Health and Addiction Treatment

Public safety isn’t just about enforcement, but it is about prevention, treatment, and recovery. I will support increased funding for mental health services, substance use treatment, and support programs, especially for first responders, veterans, and families affected by addiction. Expanding access to care, crisis intervention, and community-based programs helps break cycles of crime and supports lasting recovery.

 

✓ Lead with Strength Abroad and Support Our Allies

National security and public safety are tied to America’s strength on the global stage. I will stand firmly with our allies, including Israel as it combats terrorism, and Ukraine as it defends itself against Russia’s illegal invasion. We must hold adversaries like China accountable for aggressive actions, unfair trade practices, and attempts to undermine international stability. I also support reshoring critical supply chains, so we are not dependent on hostile regimes for medicine, technology, or other essential goods. Strong leadership abroad protects Americans at home, strengthens our economy, and ensures the United States remains a dominant force for security, democracy, and freedom around the world.

Why it matters:

Safe communities and a strong America require more than slogans. They require balance, accountability, and decisive action. By supporting local law enforcement, addressing addiction, and leading with strength abroad, we protect families at home while ensuring the U.S. remains respected and secure on the world stage.

​Standing with allies like Israel and Ukraine, holding adversaries like Russia and China accountable, and securing critical supply chains keeps Americans safe and our economy resilient. Families in NJ-11 deserve neighborhoods where children can play without fear, seniors can live securely, and parents can focus on work and raising their families. They should not worry about crime, drugs, or global threats. Strong communities and strong international leadership go hand in hand, and when I am in Congress, I will always act with both in mind.

Protecting Tax Dollars for Our Kids’ Generation

Washington’s record of out-of-control spending has driven inflation, piled on debt, and put our next generation at risk. Families in New Jersey are tightening their belts to make ends meet, while Congress continues to spend recklessly. Fiscal responsibility isn’t about cutting opportunity. It’s about protecting opportunity for our kids, our grandkids, and the generations who will inherit the decisions we make today.

My Plan:

✓ Stop Wasteful Spending That Fuels Inflation

I will oppose reckless spending and budgets that drives up costs for families and weakens purchasing power. Inflation is essentially a hidden tax on everyone, hitting working families and seniors the hardest. Washington’s spending addiction not only raises prices in the short term, it erodes the ability of families to save, invest, and plan. I will advocate for targeted, responsible spending that supports essential priorities without fueling inflationary pressure.​

✓ Protect Social Security and Medicare for Today’s Seniors

I support preserving and protecting Social Security and Medicare for current and near retirees, ensuring they get the benefits they’ve earned and paid into without compromising the program for future generations. This means rooting out waste, fraud, and abuse, and making smart reforms that preserve these programs’ solvency. Seniors should never be forced to pay the price for years of government mismanagement.​

✓ Pay for New Spending, Don’t Borrow It

Every new federal program or spending initiative should be paid for upfront rather than added to the “national credit card.” I will support “pay-as-you-go” rules that prevent Congress from adding trillions in debt under the guise of good intentions. Responsible budgeting ensures that Washington doesn’t mortgage our future, keeps interest costs manageable, and allows taxpayers to keep more of what they earn. Washington should be required to budget how our families do in NJ-11: spending within their means and tightening the belt where is needed.

✓ Demand Accountability for Taxpayer Dollars

I support stronger oversight, independent audits, and transparency in federal spending, so every dollar is spent efficiently and effectively. Programs that fail to deliver results should be reformed or eliminated, and Congress must be held accountable when funds are mismanaged. Taxpayer money should go to services and infrastructure that strengthen families, communities, and local economies, not disappear into wasteful projects that deliver little benefit.

Why it matters:

Our children and grandchildren shouldn’t inherit massive debt because Washington refused to make hard choices today. When Congress spends wisely, families can keep more of their hard-earned income, businesses can plan for growth, and communities can thrive. Protecting taxpayer dollars today ensures that New Jersey families are not left paying for government irresponsibility tomorrow, and it preserves the promise of a stronger, more prosperous future for the next generation.
